Scaffolder repo creation: Permissions

When creating a repo using the Scaffolder, you may find that users are not automatically assigned as an admin for that repo. By default, the Scaffolder uses the same GitHub App or personal access token that's configured for the entire Cortex app to create the repo.

We are currently working on developing a better way to provide ownership info by selecting the correct owner for the repo.
