Where does Cortex get its data for "deploys"?

deploys strictly covers custom deploys that are pushed to the Cortex API. The only way to use deploys is to go through the API. 

Timestamps are required to include timezones (type ISO 8601 with timezone). Timestamps reflect the time of the deploy, not the time of the POST.
