When a team is added to a cortex.yaml, but does not have a corresponding identity provider (IdP) backed team Cortex can associate with, Cortex will not create the team page for it automatically, and the team will need to be manually created.
This auto-create workflow only occurs when the IdP team is already available from the IdP service.
