If a team is deleted from Workday while the integration is still active, that team will be archived in Cortex, regardless of whether other services are still referencing the team. This is part of the system's design to maintain synchronization between Workday and Cortex.
If you need to retain team data after disabling the Workday integration, you would need to manually manage teams and their relationships in Cortex. This is necessary because the automatic sync from Workday will no longer populate or update this information once the integration is disabled.
